no, that is like saying officers waiting for bank robbers to rob a bank is entrapment. they were going to commit an act they would have committed whether the police were there or not. entrapment is the theory behind law enforcement provoking actions that the suspect would not have committed on their own.

they do stuff like that here, put 2 empty police cars on the road couple miles apart, then have real radar running down the road. one time over this hill right under an overpass, they had a MC cop with a radar, and like 10-15 cars waiting over the hill. you would drive over the hill, and there would be like 10 people pulled over and other patrols waiting.
