I feed my dogs first thing in the morning, so unless I am working them, they only eat once a day. It takes time for food to start to digest and push things down the pipes, so even if you feed them at 1800 or so, that could easily move things on a bit a few hours later, try feeding them in the morning, that'll move along whatever has been in them all night and leave em good to go for a good bit during the day and certailny be easier when it comes night time.

In all seriousness, at least a dog is trainable. My cat pissed on my backpack a few days ago, and you can't train those f'ers. I'm pretty sure it's cause his litter box was full...if you don't empty those damn things, cats like to find other places to go. So far, it hasn't caused any permanent damage.
I really wish I had time for a dog though man, good luck fixing the problem.
