Well anything can happen with today's odd weather .. I still blame it El NiƱo ... but if you had to pick a spot to do all that, UAE is about as good as it gets. If you pull up UAE Dubai in google satellite you'll notice they are not facing the open side .. historically that area has avoided weather disasters. Plus it's not low lying.

RE: Dubai......
the AE has enough money to buy out the world's best engineers. I would not worry too much about them. If a natural disaster happens then its no different then what we have in US.
I was offered a jobie in Dubia but at that time I did not know anything about industrial power engineering. So, since I did not want to be fired within the first 3 hours of my new job I did not take it.

I recognized the Arabic lettering but I can't read it .. from Wikipedia:
The Palm, Jebel Ali
The Palm, Jebel Ali began construction in October 2002 and is expected to be completed in mid 2008.[1] The Palm Jebel Ali is expected to accommodate 1.7 million people by 2020.[2] Once it has been completed, it will be encircled by Dubai Waterfront. The project, which is 50 percent larger than the Palm Jumeriah, will include six marinas, a water theme park, 'Sea Village', homes built on stilts above the water, and boardwalks that circle the "fronds" of the "palm" and spell out an Arabic poem by Sheikh Mohammed bin Rashid Al Maktoum:[1]
Take wisdom from the wise
It takes a man of vision to write on water
Not everyone who rides a horse is a jockey
Great men rise to greater challenges
