Well, they do, some.
To get all scientific, capsaicin is a fat-soluble substance so the only things that really take the stuff with it, are either as pure alcohol as possible, or some sort of oil. For example, the most effective way of removing it from your hands is to rub them with olive oil, and then wash that off with dish washing liquid. Works best for squirts in eyes while cutting them too, ask me how I know...
Sure there are some extracts that has synthesised capsaicin, it has 16milj. SHU in it`s pure form. Personally I don`t see any kind of use for them. Take a bite of a good sized, ripe Naga Morich and tell me it`s not hot (1,6M)...

And yes, I did rinse my mouth with alcohol. Very thoroughly
E: Just watched the whole video. I don`t judge that prank or anything, but if any of you plan on doing anything like that:
A) Be absolutely sure the "victim" is not allergic to capsaicin, nor paprika. A very severe reaction CAN block the airways.
B) BEFORE doing it, take a similar dose YOURSELF, and AFTER that, think do you want to put an UNSUSPECTING person through the level of pain.
Really superhot chili is like a gun: it can be a lot of fun when used respectfully, but in the wrong hands it can cause pain and worst cae scenario, bodily harm.
If not anything els, it`ll sure mess yer insides! Every single enthusiast knows what awaits the next morning ;D
