Like scorpion said, the crosswinds are not as bad as the lighter bikes. GF and I got caught in a really good wind storm last weekend, being push 3/4 lane really freaked her out! LOL. But i understand.
But you need to buy the bike that you really want. if you don't have the funds now, save for it

If you can find a nice F4i for close to the price of the F3/F4, I wouldn't hesitate to the get the FI.
Another thing that you want to keep an eye on when looking around is how new the tires/chain/sprockets are. Since you say that money is kinda tight, you don't want to be buying over $300 worth of tires or $175 in chain/sprockets right off the bat. (unless you can use the parts as leverage in price negotiations lol..)
To be honest, tho... if money is really tight... I would personally hold off on a bike and make sure your main transportation is in good shape.
But then what fun is that?
