Am I getting screwed?

Its average, we have RF600R's about that age for about $1300 (1k$ in USD). So if he 'IS' your friend, he shouldnt be screwing you anyway.
If you are concerned about being ripped off, compare other prices locally, and assuming its your first bike you should be getting something smaller.
Regardless if you do go ahead and buy it, you will drop it on the second day, and go and buy a smaller bike.
Just my 2 cents

Hi and Welcome to CBRF!!! Location, location, location. You really have not put up enough info on the bike at all. Whats the mileage, Fairings, wheels, exhaust, seat??? Maintance, whats the fluids like, when were they changed? If you can take some pictures and post them in the F2 section. Like it has been said before, you will drop it(hope you don't) Good luck.

no I wont drop it unless I get ahead of myself. I have a lot of friends who have bikes who have let me take theirs for rides around the block including a honda rebel, kawasaki kz1000, yamaha r6, and a suzuki tl1000r(fast as a motherflower).
I was able to pick up riding pretty fast because I never have and never will forget that the bike is the boss. I do appreciate your concerns though!

Ok... but remember you asked...
Around the block a couple hundred or couple thousand times isn't "picking it up". It's "I didn't kill myself". In traffic, in twisties, in streets with potholes / pedistrians / critters / sand / fuel / oil / puddles is where what you know will be tested.
I'd recommend going to take a MSF course even before you buy a bike. Its not a requirement that you own a bike, just that you can balance one while off. There they'll teach you a lot of what you need to know. And teach what you didn't know
P.S.
The bike isn't boss. You are. If you let the bike rule, you're dead. Period.
