99 cbr600f4 won't stay running

Default 99 cbr600f4 won't stay running

I've always kept my bike in a garage and never had an issue but took it home the other day and it down poured all night then tried starting it and it'll start run rough then die or die as soon as I give it throttle. I've checked fuel pump as I've replaced it several times mistakenly bought cheap Amazon ones pump is good gas is fresh. I took the battery out and charged it converted the bike with a tarp then a couple days later put the charged battery in and it fired right up rode about 80 miles round trip no problems. I go to start it last night same problem

I went out and put the charged battery in turned the idle up to 2k and it runs and throttles no problem 6k and higher turn it down to about 1200 where I've had itsince I've bought it 4 years ago and it dies the second I give it gas

I bought saefoam hoping that'll clean the carbs.... nothing I them pulled the fuel pump cover off for ****'s and giggles to find out the contacts are stuck together opened them up with a screwdriver and Wala she finds like nobody's business
