Are you trying to post it right into a thread?
If so, you can make them pretty big.
Upload them to a photobucket account, then copy the IMG code and paste it right into a post.
If they are super huge, just edit them to a reasonable size right in photobucket.

for xp , go to microsoft and get image resizing tool.
then any image on your screen,you simply right click on it and the resizing option and your done.

Not everyone can afford $800 for photoshop lol. Gimp is a good free alternative 
photobucket can resize on upload too, thats what I normally do for pix I post online, unless I want the full res so you all can see details

Johnno, this works for me:
Right click the picture file,
open with Microsoft Office Picture Manager
click 'edit pictures' (up the top)
click 'compress pictures'
then check the 'web pages' circle
then save the compressed file.
I re-name rather than save over the top, or you lose your original.
Many ways to skin this particular cat, just depends what software you've got, or can..er..get
