Mattison is most correct. If you are a windows person, Movie Maker will do what you need. Also, given the description of the task, you can also do it in PowerPoint. If you are a mac user, Final Cut is pretty much the standard. If you are a true Linux, I don't have a recommendation. Also for both mac and PC, Adobe makes a robust set of tools, but there is a reoccurring annual fee with them.
Finally, with all video editing software, it’s very important to make sure your machine can handle the requirements. It’s not fun to spend the $$ on a piece of software just to find out your computer doesn’t have enough horsepower to run it.
