It really depends on what you're doing also. When doing tracks or canyons, you want to do both - hard brake with the brakes themselves so you can get as much speed as possible before having to slow down (because obviously the faster you can go, the better times). You also downshift so you're in the appropriate gear coming out of the turn.
On the street, I do the same as above - I start to down shift and press one of the brakes light enough to turn the light on. Or, if I need to brake quickly, I hit the brakes only, and clutch in and move the shifter down.

I drove semis for 10+ years ~ I also always engine brake and stay in the proper gear (habit). Depending on how much & how fast I need to slow down is whether I use brakes or not. Also, I use both brakes all the time, except I'll release the front first and trail off on rear brake gradually (like when entering a corner).
If someone is almost rear ending another vehicle when slowing down, then they're following too close, imo.
