tire pressures are supppose to be measured at 68 deg's F, or 20 degs C.
For every 10 deg change lower than that, your tires should read 1 psi lower. Every 10 deg's above that, they should read 1 psi higher.
Ideally though, you want to run a little lower tire pressure in really cold weather since it will allow the tires to heat up faster. As for what that will be, its hard to say. A lot will depend on your weight. There is no set point for tire pressure. A person that weighs 150lbs is not going to run the same tire pressure as someone who weighs 250lbs. At least, they shouldn't.
