Default Spray paint removal

I bought a front fender from ebay and the person i got it from had spray painted it. The color under the paint is the color i need so i was wondering if there is a way to remove the spray paint withount having to sand it?

Not a good way and still have an even, uniform finish. Best bet is re-prep and re-paint it.
If you don't have access to a color match, try a contrasting color. That way it looks like you meant to do it not, oops almost right. ;-)

if its just reg spray paint, and good paint under ie. base clear. just use small ammounts of laquer thinner, like use the thinner then rinse it with water then more thinner and water, the reason i say that is because im not sure if it will hurt the plastic, test it out im positive it will take that spray paint off

Not sure if it was the correct way, but I had the right belly cowling rattle canned by a previous owner. I didn't have thinner, I just used gas. Dumped a little onto a rag and started rubbing it on and the paint started coming off. Worked for me, but the only problem was, that the clear coat came off somewhat.

You could try using wet and dry emery paper with loads of water that has some Fairy liquid mixed with it. Don't rub too hard and take your time! Test in an area that won't be seen as well when you start. Try 600 grade paper first off and if this is not shifting the paint go for a slightly coarser grade. Patience is the essence!

gasoline works great on removing spray paint. but he might have sanded it to spray so you might need to repaint it afterwards.
