Default Speedometer showing very low numbers on CBR150

Hi
I have a CBR150 from 2017
The speedometer is working but it is showing very low numbers only, in the range between 0 and 11. They roughly seem to correspond to 1/10th of what I'm actually riding at, or a bit more, like 1/8th. I've had a mechanic replace the speedo cable but to no avail. He says I need to replace the whole instrument panel and quoted me $120 just for the part. I thought it might not be necessary. Is there something I can do to repair the speedometer? Or can it be calibrated somehow?

The speedometer cable may be installed incorrectly, have internal wear, or be slightly pinched. If the cable is not tight enough or is slightly pinched in one place, it could affect the movement of the speedometer mechanism.

I found a second-hand instrument panel online for around $30 and installed it (so just the panel). Speedometer works fine now.
