Sounds like it is time to remove and clean the carbs. Possibly one of the floats is stuck up and the one carb is over filling. You may need to rebuild the carbs and replace the gaskets. Also double check thatyour fuel petcock isn't leaking. If the carb is leaking and the fuel also hydrolock is a possibility.
If it is a vacumn one it should only let fuel through when on prime (Should have main, reserve, and prime). Or it has on, reserve, and off which means it is not a vacumn type. Just make sure it is not leaking when its not supposed to.
You can try a can of SeaFoam first to see if that helps. Or other carb cleaner.

well it can be. since there's four of them, you'll need to remove each one, clean, inspect, calibrate, and reinstall each one. who knows, you might even need to rebalance them... but you should make sure that both the main jet and the pilot jet are clean. I mean super clean. you have to see light unobstructed though each one.
it wouldn't hurt to back flush the line either to make sure debris isn't in there. maybe check you fuel filter (if there is one) or replace it too.
