Is this right?
Quick couple of questions.
Bike: 1994 F2 CBR600
1. When reading voltage at 4k it was around 13.89 and would bounce to low 14's once in awhile, Yet typically in the 13's. Is this right or not?
2. When holding the throttle lets say at 4k or 6k steady at idle. From the exhaust you could hear a back fire here and there yet it rev's perfectly fine and no hesitation. Blip the throttle at 4k it would be at 8-9k just like that. Guessing what could cause this is seafoam in the tank and these motors like most bike motors are high compression. Ok or not?

Question # 2 is a bit more hard to answer, may need additional input from you on that one, hopefully someone will chime in for you on that.....
As far as the voltage is concerned, it sounds pretty normal. You will see it bounce in and out of the 14 area, that is ok....it shows that the regulator is doing it's job dependent upon load variables

and number 2 all changed and clean. I think its just like any 4 stoke motor were it has its back fires..a little unburnt fuel here and there. Rev's good so that's all that matters and no back fire when left off when reving it.
