Default Power issues on a 98 cbr600f3

I made a post detailing the problems I've had with this bike before a few weeks ago, however, I still need advice on it and I've done a lot to it.

To recap, this bike was sitting for about 5 years before I started working on it. Prior to this, it had been running perfectly fine however it was in a wreck and sat after that. It had a number of issues that I fixed but I got stuck when it came to how it runs. It'll start just fine, however the idle is a little rough (almost like it's been cammed kinda) and bounces around in about a 150rpm range. First gear behaves pretty much as normal, haven't really noticed anything in that however when I try to keep it at a set rpm, it'll bounce around a tiny bit as well. I can get up to redline just fine but when I shift into 2nd gear, it'll bog down heavily and severely struggles to get past 9k rpm. If I try to hold it steady around 5k, it's very jerky and does not want to stay there at all. When I go up to 3rd gear, it bogs down even more and I can't even maintain speed going from 2nd to 3rd.

Things I've done to troubleshoot:
Fuel pump is new and confirmed works (flow is approximately 1100cc/min and the service manual says 700~ is the minimum)
Carbs have been 100% completely redone by a specialist
Behaves the same with and without the air filter (plus the air filter isn't clogged enough to restrict airflow)
Valve clearance has all been checked and are within spec

Any troubleshooting tips would be appreciated as I'm not sure where to go from this point. I look forward to the help and thank you in advance!

Considering the bike sat for 5 years, what does the inside of the fuel tank look like? My bike had some serious rust inside the tank and it was giving me issues similar to what you described.

I know there is rust in the tank but there's also a pre-filter in it that's keeping the fuel going to carb clean so I'm not sure if that's the issue.

Problem is rust will clog filtre and limit flow-rate

I don't think it's clogging it enough to prevent the flow though because when I tested the pump, I was getting 1100cc/min with the same conditions plus I can hear the fuel pump pumping more fuel to fill the bowels up compared to once they're already full

How do the isolation boots look? Erratic tach needle movement and the engine being jumpy is an indication of an air leak. If they have cracks in them or not mounted properly, that could be part of the problem.

They're essentially brand new, all in good condition. I think I found the solution though in this forum post (the air vent tubes). I'm just waiting on a text back from the previous owner of the bike to let me know if it's something I need to pursue

Just posting a quick update: fixed the issue. It ended up being that I didn't have the tubing required to keep the carbs at the right pressure connected from the intake. For anyone in the future having this problem, there's a 90 degree fitting off the ram air intake that you need to run a tube from to the 2 smaller Ts on either side of the top of the carbs to make sure they're at the right pressure relative to the intake air.
