Default Low coolant=fan not coming on??

My waterpump is leaking out of the weep hole and I have new one on order should be in a few days. I rode the bike to the store last night which is about 2 blocks away and I noticed that the temp rose much faster than normal and it hit 242 before I shut it off and I have never seen it get that hot, it was a cool night too. Right before I shut it off I looked to see if the fan was on and it was not. So my question is could a low coolant level be the reason why my fan is not kicking on. I was thinking maybe theres not enough water in the radiator to reach the fan switch? Its a 01 600 F4i. Any thoughts would be great.

Thanks

Makes sense man, you need coolant to transfer heat to the radiator where the fan switch is. If there is no coolant then the radiator stays cold.
