Default Idle RPM

I have a 98 F3 when I pull up to a light it will idle at 3000 to 4000 rpm then normally about the time the light changes it drops to the normal 1600. Is this just a carb adjustment issue or something else?

just thought also check for air leaks in your rubber boot on each side of the carb by spraying any accelerant(wd40, carb cleaner, eyther) onthe rubber boots, if you have an air leak the engine will breifly gain rpms as it burns off the accelerant if there is an air leak, which would cause your idle problem, if there is no leaks there will be no change in your rpms.let me know how you made out

I did check my carbs several time to be sure they're together. I also tried the air leak thing with no luck. I saw residue coming from the base of the carbs and after a night in the garage I smell fuel (carb float needle leaking). I think a rebuild is in order at this point.
