Probably, sounds like your floats are sticky, so take care of what's associated with the floats, and might as well do everything else on such an old bike while you're in there.

yes. it sounds like they definately need cleaned. turn your fuel off, pull the carbs(do not change any adjustments), and pull the bowls off the bottom. once off you'll see the needle valves. the main is usually held in by the float(this is most likely your problem) and the float comes off by pulling out the pin. then the secondary needle is attached to the throttle somehow and both seats come off with a flat tip screwdriver. now this is all just carbs in general yours may vary from this in certain areas. once broken down you can use spray cleaner but i preffer the carb dip. it looks like a paint can with a strainer in it. take off the bowl gasket and any other rubber yours might have and dip it for however long that brand can says to and it should look shiny and new when you pull it out. now you can see if there is still any trash and scrub out with a qtip or pipe cleaner. after that (you dont have to) I resoak the carb again. then i rinse it all with gas and reassemble. yours i would pull the plugs and leave the fuel off and crank over for 30 sec or so to blow all the exess fuel out first.(before you try starting again i mean). whew long post sorry.
