Question how bad did I mess up?

I recently purchased a '95 f3 rode it for a few weeks and then I thought I had a fuel line problem, didn't realize I was rolling with no oil. Everything in the engine is basically brand new heads and everything. After talking to the mechanic that rebuilt the engine and was told that before I bought it it never was broke in. To make a long story short I was losing power and it started making a ticking noise (lifters?) I put oil in and some Lucas treatment and the noise is not like it was when I started it but I can hear it a little bit. I'm going to try and ride it a couple blocks and see if after the oil circulates it'll get better. Here is the main question did I just ruin a rebuilt engine?

I don't think so.

No mechanic in his/her right mind would rebuild and install a motor without putting in motor oil. If he/she did, never go back to that mechanic. Also, if the motor had zero oil in it, you would not have lasted "few weeks" as you say.

With that being said, you should have checked the oil level when you purchased it. My guess is that the engine has eaten up oil or it's been slowly leaking, presuming that your mechanic did, indeed, put in at least SOME oil when he/she installed the motor back in.

Perhaps "not being broken in" means he/she only put some oil and not full capacity? I think we need more information and you need to do some investigating.

everything in the engine the moves needs lubrication. running with out this cuases heat to start warping parts. drian your oil pull your crank case covers off and inspect the parts ont he crank, a sign of heat warping is discolored metal, sometimes like a rainbow tint to it.

there was oil in there when I bought it it was a little low before I started riding, I topped it off. There was no sign of leaks so I thought it was ok, until I started losing power and hearing a ticking noise. I rode it for the first time after putting oil in and it's not losing power, or cutting off like it did before. But the ticking noise still there but not as loud.
