I have fuel coming out of a hose that isnt connected to anything?? The lines at the tank and filter are secure, no leaking there. the hose its leaking from was tucked in and running behind what looks like the water pump. it has to connect to something right??

overflow hose most likely, did you fill up your tank too much? when it reaches the near the cap the excess goes down that hose down to the ground

ok. The little black thing has the numbers 4x064 on it, and there's three lines. 1 big line going to the front of the bike and underneath the gauge cluster, a small line going straight down (that the fuel is leaking out of) and another big hose going up and into i think the fuel pump.

Carbed bike? Fuel injection? What bike is it?

Could be a float valve sticking and causing overflow if it's a carbed bike.
However, it should have stopped when you shut the bike off if your petcock was working (and if it's vacuum actuated and not straight piped)
