my 1997 cbr f3 is bogging at 5000 rpm.

New plugs, clean air filter, new fuel filter.

 

Look at the MPH when you are doing this. If it is happening at 12 to 15 MPH, then there could be an issue with your air silenoid valve. I have yet to hear of one gone bad, usually it is something like a hose that was left disconnected or a hose connect incorrectly.

 

forget about rpm whats your throttle position when you get the bog 1/4 1/2 etc.

 

Where did you get your last tank of gas from? My F4 did something similar not long ago and it was bad gas.
