headlamp troubles

My left head lamp has always worked, but my right one does not although it will work if I have the lamps on high beam. I even changed the bulbs out, but no help. Any suggestions??

That means its working properly. The right light is the high beam and is only on when the switch is placed in "High Beam." The left light is the low beam and is always on.
