F3 ignition problems

I don't personally think it's compression related. One way to check to see if your boot isn't seated properly is while the bike is running, spray some starting fluid, or other highly flammable spray near the boot. I personally use propane or MAPP gas. When you do this, if the RPM's increase noticeably, you have a vacuum leak and the leak is sucking whatever you are spraying into the combustion chamber. If the RPM's stay steady, that isn't your problem.

I cleaned my carbs, and made sure they were seated properly on the intake. Put everything back together, tried starting the bike and nothing.. Checked the float bowls and out of the 2 I checked they had nothing inside at all. I took apart the air box and started spraying starter fluid into the carbs... The bike didn't start but it started to burp a little and seemed like it wanted to fire up. Also the throttle cables don't snap back when the throttle is pulled. Cable isn't pinched anywhere and seems to run perfectly.. Cable cleaner did no justice, if I were to buy new cables, are they both the exact same ? I buy 2 of the same exact cable and install pull/push?
