Default Changing parts on bike

Whats up! I was wondering if anyone can help me. I want to change the front and rear signal lights, can I do it before I get the bike inspected, or should I wait? And does anyone have a good website for gear, or a local store in NJ, or NY.

From what ive read it would be better to just wait until after its inspected.Besides there are so many choices out there as to what looks good and what is or is not so easy to install.So get the paperwork out of the way so that way u can go wild on the modding.
