CBR600 f4i losing power longer it’s ridden

So when test riding today I was having the cap open as much as i could. Roads are bumpy and with 3/4 a tank it was spilling out. I had to close it when doing anything other than cruising or sitting at lights. This should’ve been enough to never notice the issue if the tank was open for 75% of the ride today. Right?
It seemed to just delay the issue. I rode for around 30 minutes before starting to notice the problem come back. The only time I’m able to get it to work correctly it by shutting the bike off at stoplights and starting it again when it goes green. That seems to get rid of the issue like it did before.
I will note I have an aftermarket gas cap as well. I’ll attach a picture of the one I purchased.

1. Find vent hole on top of tank around outside of filler-hole. Spray compressed-air through it. Do you hear air hiss out bottom of tank? Out end of hose you re-connected?
2. do pump flow-volume test. From different 600 model, so you may need to unbolt hose from fuel-rail without quick-release fitting. But you should get similar volume.
