Most insurance companies have a salvage place that gets priority on buying the bikes from what I understand.
If you know someone with a dealers license to sell cars then you could go with them to the car auctions.
No experience buting from an auction but what I know from the insurance guy as my bike had the option of being a write off and my buddy had a car dealership.
You could also check the local classifieds and see if there is anyone that dumped their bikes and looking to get rid of them but I doubt it will be as cheap as an auction.

I don't know if that will work for you in your area but I have friends who find vehicles on there. Another good place to watch is craigslist. Oftentimes, the insurance company will total a bike for broken plastics and other cosmetic damage.

I bought my 94 F2 in June of 95 for $2700. It was an insurance total. Had to buy track fairings, swing arm, and a few odds and ends to make track worthy. Then later I've added aftermarket rearsets, jet kit, full exhaust system, extra wheels, spare clip-ons, and spare rearsets. New Hindle exhaust still in box. Raced the bike for about 4 years then quit and the bike sat for 11 or 12 years. Just started doing track days this year. Bike still runs like a top. Also have 08 CBR 1000 for the street.

I looking into buying a bike from an action but usually they all seemed really banged up and went for more than I wanted to spend. A lot of times the auctions ended near what I could buy a running bike for (why pay $2500 for a wrecked bike when the same bike running would be $3000 or so).
Keep in mind that salvage shops are willing to pay a bit more for the "bike" because they can rip it apart and sell the individual parts for more than they have into it.
