thanks guys. but me and my friend ended up figuring it all out and the bike looks amazing with the headlights. But for anyone that runs into the same problem what you have to to is trim the notches on the spacer down a little bit then they will fit in perfectely into the slot in the headlight unit.

I just totally cut the black things off of mine, and have had zero problems. The only issue, that I don't even think is an issue really, but when I hit a bump, the lights seem to "bounce" however this "bounce" isn't more than an inch of two, and that's on the ground. I figured it's just the vibrations from the bump, and the bike itself.
But there were about 7 threads made in quick succession about this topic. The ballast should go 'in between' the housings. That is the best spot for them to be "out of the way". A couple zip ties later, and wah lah! You have a clean, and great looking set up!
