Default Valve cover gasket questions

Just finished putting a new valve cover gasket on the bike and am curious about the reason for the half-moon cutouts as well as why sealant only needs to be applied to that area and not the rest of the surface...

They are there for when they line bore the cam journals. Sealer needs to be put there because the surfaces where they meet is a path that oil can get through that the rubber gasket can't seal.
