Yes it has something to do with both the "whole bike" and "fire". Thats why it's called the Engine Control Unit... But is that why your bike is not starting?....dont think so.

The CDI controls all of the spark timing, I believe, it also controls the fuel injection on the 'i's. It also tells the speedometer how fast you are going as well as the tach-feed.
It doesn't control the lights/turn signals/starter-circuit/radiator fan or the voltage regulation/rectification. That is all done by independent sub-systems.
