RPM Hanging at 3k??

Default RPM Hanging at 3k??
i noticed this when i first bought this bike, put new harness on it and a few other parts.. the rpm hanging around 3k all the time even with the idle screw out. Any ideas here?

i should mention it did go down last time i rode the bike month ago.. but it stayed at 3k all the way up till 215 deg then i turned it off today

There are people on here that should know better than me but sounds to me like a possible bad wax unit or that your idle adjustment screw cable came out. I havnt had it happen but others on here have.

i have heard of the wax unit doing that befor, give it a shot first, otherwise it could be a FPR problem.
