Yes, the clip-on is just the grip part/handlebar that clamps onto the forks. The procedure is pretty simple. You basically remove the bar ends, and remove all the buttons, levers, with their corresponding screws, etc. Then you remove the handlebar stopper ring (which I had a hard time finding, but it's your basic ring that clips onto the top of the forks). You can just pry it out with your fingers. Then loosen the clamp that clamps onto the forks and voila, slips right off the top of the fork. Installing the new clip-ons is just basically a reversal of the procedure. Put the clip-on, stopper ring, install all the buttons, lever, and grip back on, and tighten to the position preferred. The whole process takes 20-30min max.
