The silly putty method is refering to installing just the vortex bolts. Then putting the silly putty in the area of where the bolt will go. Then install the fariings and push the silly putty (on the inside of the fairing) into the bolt, thus making an impression on the putty-> on the fairing of where to drill your hole.

Even more simiply I just used grease and put it on the end of the bolts and made the grease mark where I needed to drill.
