No, you wouldn't paint both sides, just the inside. By painting the inside you will still have the smooth glossy exterior without the worry of paint chipping off or getting a good paint finish. From my experience with painting plastics, I would go with a flat paint (black) of any brand. The inside of the screen is not going to be handled frequently nor will it be exposed to the elements much. If you wanted to get technical, you could lightly scuff the inside prior to application with say a fine steel wool, and go with a plastic specific paint like Krylon Fusion, although (imho) it's not neccesary.
EDIT: My bad ~ I just read your title and noticed you stated "smoked". My explanation would only cover a solid color.

i painted my f3 windshield and made the mistake of painting the outside. as stated it chips away and such....i did flat black and i think it looked great, couldnt see **** but i mean they barely serve a purpose anyway lol.
Don't know if you can see it in my sig but I painted my stock windshield. I just put a whole can of the Krylon Fusion Plastic paint and it's holding up pretty well. Looks great too, imo. But the only thing is that if you paint it, you wont be able to see through it lol

for tints i would use vht nite shade spray. some friends tinted their cager brakelights and it turned out a-ok
