When was the last time it ran? Low compression can be bad/leaking valves or bad piston rings. A replacement engine might be the easiest fix.

It could mean many things. Rings, valves, valve clearance, valve seats. That being said, if all 4 cylinders are at 70lbs, either your not cranking the engine fast enough and/or not holding the throttle wide open while testing, or the tester is bad [which happens a lot]
