Same technique you'd use to paint anything else. Prep, prep some more, prep some more, then paint it.

Sand, wet sand, paint however you'd like, and maybe clear? depending on if you want that look. What's your budget?

Go to the auto parts store and buy some "Aircraft Stripper" Be VERY careful not to get this stuff on anything else you don't the paint coming off of. But just spray that on your rims and the old paint will just melt right off. Hose off what paint doesn't just smear off. Then repaint with rattle cans in your desired color.

And definetly clear over it or that rattle can paint will just chip off.

Use this http://www.amazon.com/Preval-Spray-Power-Unit-Container/dp/B001ENSKUY/ref=sr_1_2?ie=UTF8&s=hi&qid=1267848375&sr=8-2 it will probably take maybe 3 or 4 cans but you can use it with regular auto paint. I used a single stage ppg concept paint with it, it surprising how well it works !!!!

If you can part with your wheels for about a week, there's a guy in Louisville, KY that does awesome powder coating work. Charges $125 for the set.

That is your best option. I think you'll be disappointed by painting them.

theres two great shops down the road from me that powder coat for less than that and they are amazing but then ur looking at 30 bucks to have ur wheels dismounted and then another 125 for the powder coat and then another 30 to have ur tires put back on.... forget that

and thanks all for the replies. i realize that ill have to do alot of prep work, but the reason im asking is because alot of people suggest special etching primers, and i know different brands of paint will hold up better, so i was just curious about that stuff...
thanks
