ECM error code

I’m getting lose or open circuit bad sensor for ECT. 7 flashes. I replaced the ECT with factory part and installed another ECM from another F4I I have and no new codes appear .
I’ve tried to clear the code way more then I should have.

I follow the procedure in the manual to the T. Jump connector, turn on ignition, unplug the jumper within 5 seconds of the light blinking and reconnect.
I think I might have figured it out. The original ECU up to 2004 is A12. After 2005 they added an O2 sensor and the ECU is L11. I have an L11 in use and think because the O2 sensor wiring to the ECU is missing not allowing the code to clear.
Is that a Smoking Joe F3 I see??

No, sadly it's not. The Smoking Joe was in 1996 and 1998. This is a 1997 F3.
You didn't indicate what year your model was. It doesn't make sense that one code would prevent the ability to clear another. Are you able to measure the Ohms from Pin 1 of connector B of the ECU (Green/Orange) wire to Pin 17 (Pink/Green) wire of the same connector? It should be 2.3 - 2.6k Ohms at 68 degrees F. A little higher or lower depending on the actual temperature.

The L11 is for CA bikes I’m sure of so I’m going to try and short out the O2 sensor wires at the plug when I get time and try to clear the code again.
