Default 01 600 f4i plugs fouling

Hey everyone, new poster here! So a bit of backstory, last year, I bought my first bike (!). It's an 01 600f4i, paid 800 for it. When I bought the bike, it wasn't starting. Needed a battery, new plugs, etc. As it hadn't been ridden in a while. Pretty sure the guy I bought it from was a bit too honest with his parents about what he was doing on the bike, and his dad may have tinkered with the bike enough to make the kid think it was going to be a lot to fix.
BUT TO THE PROBLEM NOW:
So, my brother and I, just through basic maintenance (flushing the system, changing fluids, new plugs, etc.) Got the bike running. Drives great after adjusting the clutch for me, plugging up sensors that had been unplugged. The problem now is that after running the bike for even just a quick ride around the block, when you cut it off, it doesn't want to start again. Pull the plugs and they're super fouled. We clean them up, just by pulling them, wiping them, making sure the spark is good, put them back in, the bike starts right up. Anyone have any ideas of what might be going on?

Fouled as in too much fuel? Or do they have oil?
If fuel I would think you might have stuck injector(s) but for all 4 to be stuck would be big coincidence.
Is it a California model with an O2 sensor? Could be a bad sensor and it is dumping fuel to keep from running lean.

honestly, with it being my first bike, I'm not sure what the difference in fluids would look like on a fouled plug. All I know is that they're more of a darker brown residue on on plugs. The bike has been in Florida since original purchase as far as the title says

First thing is to identify what fluid it is. If it's fuel, your fuel pressure regulator may be bad. It's pretty common. If its oil or coolant, you have bigger problems. I doubt that just wiping the plugs off would clean them enough to fire if it was either of those.

Sounds like a fuel pressure regulator gone bad, and that's the easiest thing to check first too. Pull a vaccum line that goes to it after running the bike and see if there is fuel in it. Any at all is a bad fpr.

@DSW0026 If you're not familiar with it's location, the Fuel Pressure Regulator is item #20 on this page.
