Im done rebuilding my carbs but I see some items missing from the bike and now I know why the other person that had it could not get it running.

I'm pretty sure what you have circled there are the air vent pipes. They just connect to rubber tubes that don't connect to anything at the other end. To the best of my knowledge they are just drain tubes. I have heard of them venting gas when there is a problem with the floats in the carb bowls. You should be able to start the bike with out the tubes attached but if something is clogging one of the air vents then that might be a problem.

Yes, Prime is right. L-shaped vent tubes belong there. If you can put 4-inch hoses to keep debris out of them.

ooh ok. the previous owner did say the carbs were pouring fuel...
