Default Velocity stacks dont fit right??!!

just wonderin why the plastic piece that holds the velocity stacks on top of the carbs doesnt fit!! i just got the bike a couple months ago so dont know if he has f3 carbs on it? or something.. the rear screws line up perfectly but the front screws towards the front of the bike dont line up to the holes in the carb.. looks like its a 1/4 inch too short or something. just a guestimate of how far off they are but enough so i cant bolt both front and rear of the plastic down and its sucking air through the front

You can tell if they're F3 carbs if they have a throttle position sensor on the left side(clutch lever side). Also the F3 lower air box has spring clamps that go between the screws and the F2 doesn't (at least mine don't have them)
