Default Pilot screw washer/ o-ring

I was taking apart the carbs today and noticed that three of the carbs were missingn the washer and oring on the pilot screws. I ordered them ($47 shipped--ridiculous!). What would missing these cause?

This was the first time taking my carbs apart since I've had the bike, and noticed a couple of things. First, the needle jet was adjustable, so does that mean its from a jet kit? Also, the pilot jets are 40s, and not 38s like the stock f2. Any reason why the previous owner would have done this?

Thanks.

Oring keeps the pilot screw from leaking .the reson for the size change could be to comadate for a k&n air cleaner. need more gas when adding more air in
