Default Carb Syncing

For anyone thats used a manometer, do you start the engine first and then connect the manometer or is the manometer simply a measuring tool that has no effect on the engine?

I do all of the hook-ups first, otherwise when if the engine is running it will stumble as you do the various vacume hook-ups, not to mention it's hot and tight in there.
