the PCIII is just a module to tune the stock computer, alone it does nothing

 

Most likely people at honda COULD reflash your ECM to a new calibration, unless the circuit is burned into the board. None of us, and probably no one at a dealership, would have the software, knowhow, or physical tools to do such a thing, so basically, you need the PC to trick the ECM into running richer or leaner. You use a dyno and a O2 sensor to determine the optimum air/fuel ratio at different RPMs and throttle position (mainly WOT).

Do you think an aftermarket exhaust and K&N air filter really would lower your power without a PC? I always assumed results would be marginal, but I figured they would do something...

 

yes they do, alot of RPM points it's to rich when needs to be leaner, and vise versa.. so get a PCIII and get it tuned asap, worth every penny
