not even close with the mis-matched fairings. it's most likely been wrecked. (look at frame, pegs, bar ends, misc bolts to see if you can figure out how it fell)
i dig the exhaust though...you gotta find out what the deal is with the cam and other modifications - because a cam should be pretty far down the mod list - a lot of stuff comes before you do cams
for me, it's ALL about condition - more so than what's been done to it, what it looks like, miles, etc.
id say if it's a great bike mechanically (the guy knows his stuff, he has maintained it, chain and sprockets are good, etc) - no more than $3200 or so...
and then make back some of the stuff that you don't like by selling it. i'm sure it has an adjustable dogbone - those can sell pretty quick and the extensions are worth some dough...
check a few things - sprockets, front and rear brake calipers. the sprockets should look clean and the chain should have about 1 3/4 inches of play. look for excessive brake dust, check the pads, see how much pad is left, bend down and see if you can see the pistons, what do they look like, etc.
whats the front of the radiator look like? are the fins in good shape?
look at the fork legs. make sure the dust caps look pretty even and make sure there is not any fork oil leaking (obviously)
check for mechanical noises. make sure when you go and look at it, that it's cold. not warm. it should start up pretty quick. listen for mechanical noises that aren't right (piston slap, rod nocks, cam chain rattle). watch the bike go through the whole heat cycle. turn it off. let it set for a minute. start it again. obviously look for smoke out of the pipe. take it for a ride. make sure it pulls strong through some rpms. make sure it can shift smoothly into and out of all gears.
you know, look for the normal stuff.
a bike that's lowered and stretched is real easy to whack open the throttle on, so i'd be looking for some sort of signs of being abused. that doesn't mean it was though

OH, i almost forgot.
check underneath the front nose fairing and fender. with a lowered bike like that - you can bet that the front fender and nose fairing have made contact on heavy braking.
make sure the inner fairings are in place too. the nose fairing bottoming out of the fender can/will knock those out of place.
those are two very good indicators of how this bike was used.
