yeah some sellers will lie if the think the can get away with it, my neighbor bought a used gsxr 600 and the guy told him it had never been raced ect ect
the bike has been saftey wire, NRC engine covers and race tire. the guy even told him that the regulator rectifier in the tail section was a powercommander!

The only other way it could be somewhat similar to a full system would having the HTEV valve removed. This is the valve where the 4 headers come together. You would see a sectioned piece between the headers and the mid pipe. But, this doesn't consitute a full system. When you have that HTEV gone, a mid pipe, and a slip on (not bolt on) that would be considered a full system.
As far as needing a power commander, it's not really necessary unless you are running a K&N (which actually doesn't benefit the bike) or a BMC street filter. If you have an aftermarket bolt on and an aftermarket air cleaner, then having a power commander would only help if it's custom mapped.
