Not sure exactly what your problem is but i can tell you that bolt in your hand is not the mounting bolt. Its a tie down bolt from the tail section.

The throttle cablest should run outside of the mounting bosses, they have to be able to move freely as you turn the bars.

Does the rubber piece go underneath the cowl stay or between the stay and tank? Which bolts go there?

can you take a pic of yours for me? Also, this bike seems to be some non-stock bolts besides these two. I feel like 50$+ for a bolt set is a little absurd. Any recommendations?

Well, there should be a rubber grommet on the tank tab and into the hole in that grommet should go a steel sleeve. Then the stay should have rubber grommets in its mounting hole and another steel sleeve into that hole. That steel sleeve shoould be a "T" wheras the mounting bolt runs through both sets of grommets and seats on the top of the "T" in the fairing mount sleeve.

Heres what I can find on the tank mount, the fairing bushings goes just like that but reversed with #16 on the top under the bolt.

Honestly (check ebay) if your missing alot of the right hardware it might be worth it to get the whole kit and save all the figuring out and running back and forth to the hardware store.... which would be your only real other option.

You def want to use a fine polishing compound or a glaze. Depending on the clear tho you also need to let it cure out for a while before final polishing.
