Default Factory cam tensioner, how does it work?

How does the factory cam chain tensioner on my 95 cbr 900 work? What is the stopping tool for? I took the bolt out of the end and I see a screwdrive slot down in the hole. Is there spring tension on this?
The reason I am asking is because my bike has a noise in the chain area. I just got the bike and the guy I got it from said it has just had a new chain and guides installed. I took the valve cover off and I does have new gears, chain and guides.
I took the top guide off and checked the chain tension and the chain is so tight I don't know how it has not broke.
My question is how do I loosen up some of the tension? Also how much tension should it have?

you need to take the tensioner off and make sure it is not locked because it may not have been installed properly, then you need to put it in loosely and tighten it up until you feel slight pressure and let it run a bit, then tighten it up a bit more but you DO NOT WANT TO TIGHTEN IT TOO TIGHT!!!!

Do I just unbolt it and remove it, the shop manual says something about making a stopper tool before removing it??

I got it taken care of. I took it off and retracted it and put it back on, now its ok.

Go to this web site and and there is a easy fix that Uncle Jeff has come up with.Here it is
CBRWorld.net - OEM CCT MODIFICATION PIC'S he seem to know what he is talking about he has wrote alot on the bb noise check it out and let me know what you think I am going to try it.
