will all the 99 plastics bolt right up to a 93?

In short, YES... they "bolt" up. You'll need a 1998-1999 front fairing stay and a 1998-1999 upper mirror stay. The fairing stay will bolt right up but the mirror stay needs a hole drilled right in the middle of the two mounting holes. I reinforced mine with a 1/4 aluminum plate that I welded on. It's a fairly easy project!

thanx man! how about the 99 subframe? will that bolt up with little to no mods(I dont really have access to a welder)

I don't have any experience with subframe compatabilities but I would say they would work. There were little to no frame changes on our 900rr frames!
