If you don`t have thread tool set but do have a power drill buy a GrabIt:
Drill with the other end, flip, then screw the other end in the hole (left hand tapered thread) when it goes deep enough it lifts the stump out.
The closer you get to the diameter of the snapped bolt the less it resists the extraction (bigger hole, less metal) but at the same time the risk of ruining the threads increase if you drill a little crooked. If you hesitate to do it yourself but have the chance and the time bolt the handle off and take it to a machine shop, I`d reckon a simple extraction wouldn`t be that expensive...
If you decide to try DO NOT, I REPEAT DO NOT BUY A CHEAP A## EXTRACTION SET!!! I guarantee tools WILL fly when the tip of the cheapo stud goes *snap* in the bolt. I`ve been there more than once, taking THAT out gets a bit more interesting...
