Default Thinking about joing the f4 family!

I have been looking around for a bike for a while now and came upon a 2000 cbr f4. Its currently under construction and needs a radiator, head lights and a right fork. Price is 1500obo. I havnt called the owner yet because I wanted to know some questions to ask before i went and looked at it. Also where and who much would the parts cost to get it fixed. I figured i could just go with the street fighter look.

But i just dont know much about bikes yet and dont want to call him and sound like a dumbass andi dont really have anyone that could call him for me either.

If its a clean title I would offer 1200 but if its not I would say 800. I guess thats all a matter of what part of the country your in but around here in south east Missouri I would say closer to the 800-1000 mark.

For comparison reasons: I bought min for 1000,
Bars broke
Stator ruined
Stator cover busted in half
Upper fairing busted
Upper stay bent back
Lower fairings busted
Tank dented

Im about 50 miles south of KC in a town called sedalia. When i call ill ask about the title. But if it had a salvage title and say i fix everything on it there is still no way to get a clean title on it? And after i would fix it prolly how much would it be worth then?

once its been salvaged it will never be clean agian, and as for the price no idea really but considerbly lower than one with a clean title.
